Originally it is not allowed to shape the eyebrows; rather it has been cursed in hadith:

لعن اللہ الواصلۃ والمستوصلۃ والواشمۃ والمستوشمۃ، وفی حدیث آخر: نھی رسول اللہ صلی اللہ علیہ وسلم عن عشر ۔۔ عن الوشر والوشم والنتف [مشکاۃ المصابیح: 376]

But, sometimes the there grows excessive hair which look very ugly, this can be set to a normal limit. This is meant by the fatwa you read on the website. But, shaping eyebrows as fashion is disallowed and this is the act which has been accursed by the hadith; since such fashions were prevalent in the Days of Ignorance (before advent of Islam) so the Prophet (صلی اللہ علیہ وسلم) forbade it.
