Title: We know it is forbidden to adopt a child and give the child the adopted father's name. We are a childless couple married for over 12yrs. We would like to adopt(bring up) a girl child from sister-in-law(wife's sister). Our niyat is to never change the name of the baby or change the father's name, but since I live and work in the Gulf, the child has to have a passport that matches our names(as adopting father and mother). Is this permissible only to have a valid passport for staying in Gulf?

In view of the country law or as a paper work, it is allowable to do so, but at the time of Nikah etc it is necessary to write exact and original names.
