Title: Use of Muslim graveyard land and goverment fund

Question: Is it permissible in Shariah to use Muslim graveyard land for raising poultry farm birds (like Emu and others) for commercial purpose? Can the profit coming out of it be used in the Muslim graveyard? (The birds are donated by Muslim person and are being raised in the wetland area of the graveyard where burial is not possible). Can government fund be used in Muslim graveyard for digging pond? And the profit coming out of the pond be used in graveyard?

(Fatwa: 1165/1158/N=09/1435) (1) If the said graveyard is waqf then it is not right to raise poultry farm or dig a pond for commercial purpose though the revenue would be used for the graveyard, rather the whole graveyard should be reserved for burial. And when the burial is possible in empty areas then it should be used for burial. لما تقرر عند الفقهاء من أن مراعاة غرض الواقفين واجبة و من أن نص الواقف كنص الشارع ، وقال في رد المحتار (2:45 ط مكتبة زكريا ديوبند): فتلك المدرسة خولف في بناءها شرط وقف الأرض الذي هو كنص الشارع فالصلاة فيها مكروهة تحريما في قول الخ .
