Yes, if you are not sahib-e-nisab then you can take zakah from the said person and pay off your debt. According to Shariah it is lawful.
وحيلة الجواز أن يعطى مديونه الفقير زكاته ، ثم يأخذها عن دينه، ولو امتنع المديون مد يده وأخذها لكونه ظفر بجنس حقه . (الدر المختار مع الشامي/ كتاب الزكاة 3/190 زكريا)

ASalamulika, Dear Molavi Sahib,I love to ask my question in Urdu, but unfortunetaly I don't speak Urdu, the question is, for example Ahmad is the son of Mahmmod, Mahmmod is very rich person, and Ahmad is also living with Mahmmod, but does not have any authorization in his father Affluence, his father Mahmmod feed his son, but does not take care of Ahmad's Children excpet for food and housing, though Ahmad also needs money for his children and wife expenses. now can we give Zakat to Ahmad? is his father's money his? I hope you understand my question. and your quick reply will be highly appreciated. Wasalam!
