Yes, it is permissible to shred and recycle Islamic literature with other papers. If the ink is dried away in a machine then there is no need to be concerned about it, otherwise the ink should be preserved and put into running water. If the government does not allow putting papers in the rivers, one can burn it and put the ashes in the river.
