Q. Salam. I am a pakistani residing in Virginia, USA. The meat they call Halal over there means, that it is slaughtered the right way with cutting the jugular vein by the machine (and not cutting it all the way) however "Bismillah Allahu Akhbar" is not said by a specific person.
