Dealing in alcohol is unlawful for a Muslim whether he lives in an Islamic country or in non-Islamic country:

وبطل بيع مال غير متقوم كخمر و خنزير (الشامي)
We do not have the copy of the fatwa of the said Mufti; so we are sorry to have a say in the matter.
